Revision control on each item is the intent

As planned, revision control would track changes to each capability list item over time, so when an item was last evaluated is on the record rather than reconstructed from memory. This is part of the in-development certificate layer, not the maintenance core that ships today — AviationAlley would keep the station's own self-evaluation, not approve the capabilities on its behalf.
