How an operator uses this

Each enrollment's stage checks run a Scheduled → Pass / Fail → Re-check → Waive state machine, capturing the evaluator and the CFI certificate number; a failed check creates the re-check rather than overwriting the record, so the progression history stays intact for the file. Endorsements are rows per trainee carrying expiry, the issuing CFI, and the stored signed document, with renewals preserved as new rows.
