Stage-check workflow (141.71)

Each enrollment's stage checks run a Scheduled → Pass / Fail → Re-check → Waive state machine, capturing the evaluator and the CFI certificate number for FAA-record fidelity. A failed stage check creates the re-check rather than overwriting the record, so the progression history stays intact. It replaces the per-stage sign-offs that get missed until the checkride.

How an operator uses this

Endorsements are rows per trainee carrying expiry, the issuing CFI, and the stored signed document, with renewals preserved as new rows. A training funnel shows where students sit across enrolled → started → each stage → completed and updates as lessons are logged, so a stalled learner is visible now rather than at graduation — and the 8710-1 builds from those completed records and exports IACRA-ready.
